This is the first of four volumes theorizing the structure of governance above and below the central state. The Conference will bring together a limited number of participants from academia, the European Institutions and Member State authorities to debate where Cohesion Policy is going, the evidence for its performance to date, and how its contribution to sustainable growth and jobs can be maximised.
It sees the convergence objective as a "symbol of European solidarity" that must be protected from any cuts to the EU budget.
Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. It also wishes to encourage the spread of local development approaches based on partnerships among the various relevant actors. It cannot replace cohesion policy.
